The program “Alliance for Bolivar” is a very good experience of what must be the compound cooperation where, from an innovative vision, one is capable of impelling more integral and transformed processes faced to modify the structural causes of the poverty and to increase the impacts.

The PAB is a very good experience of compound cooperation impelled for the Catalan cooperation and it supposes an intervention model with solid methodologies of implementation that has shaped consultative stable frames of actors both in Ecuador and in Catalonia in a much more cooperative innovative institutional architecture. The economic crisis must lead us to implement more openly public policies of territorial agreement and of actors so that the cooperation initiatives could expire with the Agreements of Paris faced to improve the efficacy of the help.

We can say that the PAB is helping to reach positively public policies and in the alignment of all of these in all the environments: in the international environment, both Ecuador and the international community have promised to reach the challenges of development of the Targets of Development of the Millennium in relation with objective 1- eradication of the poverty and the undernourishment; - 3 - to promote the equity of genre and the autonomy of the women; - 7 - to guarantee the environmental sustainability and of the natural resources; - and 8 - alliances for the local development

In the Ecuadoran environment, the philosophy of the New Constitution (July 2008), of the lasts institutional reforms of promotion of the participation and the decentralization of the territorial competences, they inspire the contents and targets of a proper model of development approved in February 2009 in the National Plan of Development for the Good Live or "Sumak Kawsay" 2009-2013, which whom the PAB is in tune and in the one which can present impacts almost in 12 targets or strategies that in him are contemplated.

In the Catalan environment, the PAB is the initiative of compound cooperation of the Catalan cooperation carried out till now that has obtained a major scope, since not only it has managed to act in consultation in Catalonia, but it has propitiated an interinstitutional compound frame in Ecuador integrated by entities of big prestige, implantation and with firm will to work jointly, in alliance, to promote the development of the province of Bolivar. The PAB fits perfectly in the contents of the Governing Plan of the Catalan Cooperation 2007-2010 and in the recently approved Governing Plan of the Catalan Cooperation 2011-2014.

We all have to be aware of, that the impulse of dynamics of development focused on helping to create conditions to empower the communities and local actors in order to turn into engines of their own development, favouring the social inclusion with genre equity, are no punctual or short processes, as they need continuity to consolidate what they have reached. For that reason, the continuity of the program, for which we bet, will allow to consolidate even more the initiated processes and especially there will be favoured to repeat this process in other communities, strengthening the routes of commercialization that are still incipient.
