In a globalization world like the current one, work for the public health cannot only be done from a local or national vision. For this reason, the defence of the global government properties and, very specifically, the task of prevention of illnesses, is a global responsibility in which everybody is responsible. This program is born in the frame of the bilateral cooperation between the Department of Health of Guatemala and the Catalan Agency of Cooperation to the Development and is being implemented by Fundació Sida i Societat, in which also participate other specialised centres that work in the epidemiologic combat of the illness.

That's why, we consider that this initiative is an advanced model of cooperation, which being respectful with the local institutions of the South, promotes the reinforcement of its capacities and simultaneously, impels the establishment of stable agreements of collaboration between the Catalan public institutions and the public organisms of the countries of the South. In this sense, it is necessary to value positively the continuity of the collaboration with the Centre d'Estudis Epidemiològics of AIDS of Catalunya and much especially the bilateral cooperation between the Catalan Agency of Cooperation to the Development and the Health Department of Guatemala.

It is necessary to say that for the methodology implemented in the UALE, for the quality of the attention in the clinics, and for the task of education and prevention that it realizes, the program helps to promote mechanisms of sensitization and prevention that will affect the reduction of the ITS and of the VIH/SIDA; this is a task that Guatemala sets as a priority challenge in the frame of the Targets of the Millenium.

In conclusion, we believe that the project is a positive experience that it is necessary to announce, both for its methodology and for the institutional participation.
