Report of Forms and Instruments of the Catalan cooperation for the new Governing Plan of Cooperation 2015-2018

This document gives continuity and specifies some of the recommendations announced in the report of the half term evaluation of the Governing Plan of Cooperation to the Development 2011-2014. This report gathers the proposal of forms and instruments of the Catalan Cooperation for the new planning cycle 2015-2018, and supposed change of sense with regard to the three previous cycles of planning and to work to set the bases towards a new model.

To work towards a cooperation model focused geographically and based on the compound management, focused also in the specification of the Catalan cooperation and the scopes of experience related to the added value that allows to put in value the generation of capacities and the capacities installed in its head office and area.

The first project – The program Alliance for the development of Bolivar (Ecuador) - is faced to articulate the development local planning processes bearing in mind the participation of the citizenship in the public policies and an integral vision of the development that bears in mind the genre perspective and that is socially, culturally and ecologically responsible. The second one – The Program of Cooperation Interdepartmental managing the residues and water in Bolivia - is a good model of technical cooperation that has its virtues in being a cooperation more strategic than investor and so focused on accompaining processes of creation of capacities and teams of technic institution for the management of public policies on social and environmental sensibility./p>

The proposals are faced to promote a more strategic approach of our cooperation, which wants to help to strengthen processes of democratic governance and open a model more based in focusing and to identifying the specification of the Catalan cooperation so that it is possible to optimize the experience in our country.

From this cooperation scope, and as a part of the exterior action of Catalunya, it is possible to help decisively to the development, to improve the world governance and the united understanding with all the towns of the world.

In conclusion, these recommendations have helped to strengthen and improve the quality of the Catalan model of cooperation, which we believe firmly that it must transform and be advanced
