The planning of the PD2011-2014, although it was coherent with the inertia of the previous years, did not answer to the possibilities of the current Catalunya, which is why it was inapplicable in the current economic stage.

Referring to this stage, the evolution of the crisis has provoked that the monetary volumes have not been reached. This has cause a reduction in the new contributions, so that only the ONGD that had approved programs received public funds; also, all of them were of the demarcation of Barcelona. For this reason, there has been an important descent of the resources to the territorial coordinating committees of Girona and Lleida, what aggravates much more the coordination spaces and the territorial dialogue of the sector.

Referring to the political context, the public cooperation policy has demonstrated not to be consolidated as a consensus politics, neither in the budget sphere, nor from a conceptual point of view. This fact contradicts the perception according to which there was considered consolidated the political will to assume the cooperation as public politics of consensus/p>

If we wish to promote a policy of Catalan cooperation to the development compromised and of quality, we must focus much more in which has to be the added value of the cooperation. Also, in this new cycle, the importance of the departments and of the diverse approved strategies they will grow and, due to the lack of an important volume of resources, the installed capacity, the experience of every actor (public and private) and the trajectory will be determinant. Fact that causes to proceed correctly to this debate process to reach an agreement and to have a volume of resources that allows initiating pilot performances in 2014M; this exercise, can be, a step before to the design of the new cycle of planning.

The Catalan cooperation, which has always been characterized for being a type of cooperation much participative, needs an exercise of reorientation that allows establishing priorities centred on its specialization and that takes as the baser point the added value of the experience of each of the actors.
