Analysis and restructuration of the instruments of evaluation of the announcement calls for applications of grants of the international cooperation projects that work to reach development; and for technical assistance initiatives of the Diputació de Barcelona for the next year 2015

Consulting and technical assistance because of the detection of a deficit of quality of the projects presented. At the same time, in the area of partnerships and in the justification of the administrative-economic file, a high complexity of procedural aspects was seen, serious limitations on human resources percentage, which represented a problem in dealing with initiatives that contain a strong component of training. The limitations in a percentage of certain components has caused the need to modify quotes in the Decree of approval, which causes that projects are modified without caring for reasons of the project itself but in relation to formal needs of the announcement. Moreover, it seems that not having an administrative unit of internal management in the Office, but external, means that it extends the resolution of changes and adjustments.

The aim is to promote projects and technical assistance addressed to formation and aiming to generate a major exchange and mutual understanding between the local institutions of the province of Barcelona and the partners in the alliance that participate in projects in the South.

It was proposed to conceptualize the announcement along the idea of concerted local territorial cooperation of actors with logic of local strategic planning. To this respect, in order to improve the quality of the proposals submitted it was proposed to include some sections that will allow demonstrating and scoring how much fits the presented proposal with the local public policies, the development plans or the strategies designed by the different actors.

This new approach necessarily needs to promote a new date sheet to evaluate and score the cooperation projects and the technical assistances; while putting the emphasis on a more standardized assessments with technic and objective criteria, that guarantees a good quality of the selected proposal and that reduces to the minimum the oscillation margin of appraisal. In order to accomplish this, it has proceeded to design a new form of assessment that has made a significant improvement with respect to the ones that until now were available.

So, there has been an improvement in the formulation of the technical memory of the project or assistance and set the profile of the technical work or training, which will bring a higher quality of the technical assistances presented and a decrease in the difficulties of lace. These positive and constructive changes will improve the announcement of 2015.
