In the current state of the country and after July 10, there is a huge evidence of the important role that has the civil society in the impulse of initiatives that can contribute to the achievement of higher levels of sovereignty and its international recognition inside the concert of the villages.

The evolution that the CIEMEN has done during long more than 30 years of history places itself in a preferable place to work especially in three scopes:

• KNOWLEDGE
• RECOGNITION
• INTERNATIONAL AND COOPERATION RELATIONS AND WITH MINORITY VILLAGES

From the point of view of an external observer, who continues and appreciates the CIEMEN for many years, as any dynamic project has gone through ups and downs but what is more important, has stayed coherent from the beginning working for the Catalan Countries with independence and rigor. Its action of investigation, impulse and recognition of the rights of the villages has been accepted favourably in different international scopes in what we might call as human rights of third generation: the collective rights of the villages.

But it is true also that along this period, from 1974 until 2010, our society has changed very much, demographically, socially, politically. Answering to the new contexts of the associative world and of social movements has also change very much, especially in the last years from the voluntarily processes centred above all on the militancy, we have been providing with professional teams that, without losing the social base, could impel the initiatives in a planned form, trying to work in the management for results.

To implement a change in the function it is necessary to do a process of joint reflection, where with every one and in a participative way we draw a new STRATEGIC PLAN FOR THE CIEMEN (2011-2016) that will need to implement also a new functioning system to be applied.
