The purpose of this project, as it says its name, was to strengthen its social, human and institutional capacities for a sustainable management of the urban residues in Morocco. It consisted of taking the Experience in management the urban solid residues of the municipalities of the Metropolitan Area of Barcelona to cities of Morocco where there were detected formative needs of the technical staff and politicians, on the subject of waste processing organization solid urban of its corresponding territories. To increase the impact and the efficiency, the formation had to remain framed inside some wider formative cycle of the counterpart Art Gold.
It is necessary to consider that the provincial delegation of Chefchaouen has elaborated an Integral Plan of Managing de Solid Residues that goes from 2011 to 2017 where there are fixed goals, of action and budgets to implement the actions that are proposed. One of these actions inscribed in the Plan are the formative days, in which stays our training project on residues. Sot, regarding our intervention, the first point consisted on the identification of the municipalities beneficiaries with Art Gold, analysing what municipalities and agents have a more important deficits in relation to the management of the residues. At the same time, we try to identify in what wider formative cycle the project should be remain framed. Finally, we decided to coordinate the performance with the intervention that was carrying out the Andalusian Foundation of Municipalities for the International solidarity (FAMSI) in terms management of residues in some municipalities of Morocco, integrated also into the Integral Plan of Managing de Solid Residues 2011-2017. We considered including in CIREM's formation in the formative FAMSI program, since, combining the formative meetings to be given between both foundations, the general formative program would be more completed. It was necessary, nevertheless, to face the formative module towards the mountainous populations of the province of Bab Taza, close to Chefchaouen, that were not sharing the physical characteristics, neither structural of the municipalities of the Metropolitan Area of Barcelona.
For this reason, and to follow the initial idea of benefiting these municipalities of the experience of AMB, we decided to base the formative meeting on the topic of professional safety while managing the residues, always taking into consideration that it would be a held in rural territories.
Once these aspects were determined, we worked together with Art Gold and FAMSI to deepen in the study of the needs of the area, to establish a common formative program, to agree on the contents of the different papers and the work methodology.
For the execution of the formations, we mobilized experts of FAMSI and CIREM, while most of the logistics was solved thanks to the intervention of Art Gold. The impact of the formative meetings was very positive, as it is possible to see in the evaluations.
