The context

Despite the high growth rate of the gross domestic product of Equatorial Guinea during the 90s - especially thanks to the oil and gas fields - the country ranks 121 in a range of 1 to 177 on the human development index.

One of the facts that stands out of Equatorial Guinea is the low life expectancy at birth, that according to a UNDP report is only 43.3 years, while infant and maternal mortality rates are very high. On the other hand, only 51% of the children that have a year were vaccinated against measles in 2003, and there are only 25 doctors per 100,000 people. This imbalance between the GDP and the health of their inhabitants reflects the fact that only 1,3 % of the GDP is dedicated to public expenditure on health.

The project to evaluate

The two projects subject to the assessment, one of which is the continuation of the project Rehabilitation and Implementation of Bôlôndô Health Centre, which is conducted by the NGO Development 2000 in Africa between 2005 and 2008.

Talking about the first one, improvement of sanitary and nutritional hygienic conditions of the maternal child population of Bôlôndô district, consists of three major areas of work: construction of wells, construction of latrines and survey on poverty. The evaluation aims to establish the results obtained in each of these activities, as well as the degree of participation by the beneficiary population in the construction of infrastructures and the survey.

The start-up of Bôlôndô health centre project seeks to give medical quality and affordable coverage to the inhabitants of the area. The evaluation is designed to meet the health coverage of the Centre in its first year of operation and its cost, as well as to investigate ways of management to ensure its future viability within the public health system of the country.
